Building Code: Accessibility of the 2015 National Building Code of Canada with Manitoba Amendments

This half-day session will provide you with a basic understanding of the requirements found in Section 3.8. Accessibility of the 2015 National Building Code of Canada (NBCC) applicable to buildings regulated by Part 3 of the NBCC. This session will also focus on Manitoba-specific amendments to the requirements that have been adopted to apply in Manitoba. We’ll provide a number of examples for the application of the accessibility requirements to both new construction and existing buildings.

Dr. John Frye

Dr. Frye, P.Eng, spent 26 years with the City of Winnipeg Building Inspections Depart­ment, retiring in 2000. Dr. Frye held several senior positions in the Building Inspection Department, including Manager of the Plan Examination Branch and Assis­tant to the Manager of Building Inspections.

During his career with the City of Winnipeg, Dr. Frye served on several provincial, national and international professional committees related to building codes and stan­dards and continues to today. In 1992, he re­ceived an Adjunct Professor appointment from the University of Manitoba Department of Civil Engineering. In 2000, he became an Engineer-In-Residence at the university and continues to teach in the Department of Civil Engineering.

Dr. Frye has published papers related to the application of expert systems for the fire protection requirements of the National Building Code of Canada. He has lectured ex­tensively to architects, professional engineers, interior designers and building technolo­gists on building codes, particularly in the area of fire protection.

Geoff Mikolayenko, Administrator of Commercial Inspections, City of Winnipeg

Geoff Mikolayenko, Eng. L., C.E.T. is currently the City of Winnipeg’s Administrator of Commercial Inspections. He is a certified engineering technologist and graduated in 1993 with a diploma in Structural Engineering Technology from Red River College. In 2018 he achieved his Specified Scope of Practice Licence from the Engineering Geoscientists of Manitoba as a licensed practitioner. He has 26 years of experience within the industry.

In the spring of 2018 Geoff took on his present role as commercial inspections administrator. He is responsible for the overall direction and leadership of the Commercial Building Inspection services, encompassing construction methods, bylaw compliance, and correction of dangerous conditions involving electrical, mechanical, plumbing, building, fire and life safety systems.
